تعريف العمل التطوعي:
هو الجهد الذي يبذله المواطن من أجل مجتمعه أو من أجل مؤسسة أو من أجل جماعة معينة دون توقع جزاء مادي مقابل جهوده سواء كان هذا الجهد مبذولاً بالنفس أو المال عن طيب خاطر في سبيل سعادة الآخرين، مما يؤكد التعاون وإبراز الوجه الإنساني للعلاقات الاجتماعية وإبراز أهمية التفاني في البذل والعطاء.
أهمية العمل الاجتماعي التطوعي للشباب:
v 1-تعزيز انتماء ومشاركة الشباب في مجتمعهم.
v 2-تنمية قدرات الشباب ومهاراتهم الشخصية والعلمية والعملية.
v 3-يتيح للشباب التعرف على الثغرات التي تشوب نظام الخدمات في المجتمع.
v 4-يتيح للشباب الفرصة للتعبير عن آرائهم وأفكارهم في القضايا العامة التي تهم المجتمع.
v 5-يوفر للشباب فرصة تأدية الخدمات بأنفسهم وحل المشاكل بجهدهم الشخصي.
v 6-يوفر للشباب فرصة المشاركة في تحديد الأولويات التي يحتاجها المجتمع, والمشاركة في اتخاذ القرارات.
المعوقات التي تعترض مشاركة الشباب الاجتماعية:
v الظروف الاقتصادية السائدة وضعف الموارد المالية للمنظمات التطوعية.
v بعض الأنماط الثقافية السائدة في المجتمع كالتقليل من شأن الشباب والتمييز بين الرجل والمرأة.
v ضعف الوعي بمفهوم وفوائد المشاركة في العمل الاجتماعي التطوعي.
v قلة التعريف بالبرامج والنشاطات التطوعية التي تنفذها المؤسسات الحكومية والأهلية.
v عدم السماح للشباب للمشاركة في اتخاذ القرارات بداخل هذه المنظمات.
v قلة البرامج التدريبية الخاصة بتكوين جيل جديد من المتطوعين أو صقل مهارات المتطوعين.
v قلة تشجيع العمل التطوعي.
إطار العمل الاجتماعي التطوعي:
• يتصف العمل التطوعي بأنه عمل تلقائي, ولكن نظراً لأهمية النتائج المترتبة عن هذا الدور والتي تنعكس بشكل مباشر على المجتمع وأفراده, فإنه يجب أن يكون هذا العمل منظماً ليحقق النتائج المرجوّة منه وإلا سينجم عنه آثاراً عكسية.
التــــــوصيات:
v إتاحة الفرصة أمام مساهمات الشباب المتطوع وخلق قيادات جديدة وعدم احتكار العمل التطوعي على فئة أو مجموعة معينة.
v تكريم المتطوعين الشباب ووضع برنامج امتيازات وحوافز لهم.
v تشجيع العمل التطوعي في صفوف الشباب مهما كان حجمه أو شكله أو نوعه.
v تطوير القوانين والتشريعات الناظمة للعمل التطوعي بما يكفل إيجاد فرص حقيقية لمشاركة الشباب في اتخاذ القرارات المتصلة بالعمل الاجتماعي.
v إنشاء اتحاد خاص بالمتطوعين يشرف على تدريبهم وتوزيع المهام عليهم وينظم طاقاتهم المتخصصين.
v تشجيع الشباب وذلك بإيجاد مشاريع خاصة بهم تهدف إلى تنمية روح الانتماء والمبادرة لديهم.
v أن تمارس المدرسة والجامعة والمؤسسات الدينية دوراً أكبر في حث الشباب على التطوع خاصة في العطل الصيفية.
v أن تمارس وسائل الإعلام دوراً أكبر في دعوة المواطنين إلى العمل التطوعي, والتعريف بالنشاطات التطوعية التي تقوم بها المؤسسات الحكومية والأهلية.

The importance of voluntary social work for young people:
v 1 - affiliation, and promote the participation of youth in their community.
v 2 - youth development and personal skills, scientific and practical.
v 3 - provides for young people to identify gaps in service system in the community.
v 4 - gives young people the opportunity to express their views and thoughts on issues of concern to the community.
v 5 - provides young people the opportunity to perform services for themselves and solve problems through exertion PC.
v 6 - provides youth with the opportunity to participate in setting priorities that the community needs, and participation in decision-making.
The obstacles that hinder social participation of young people:
v prevailing economic conditions and limited financial resources for volunteer organizations.
v certain cultural patterns prevailing in the community would Kaltkulail youth and discrimination between men and women.
v lack of awareness of the concept and benefits of participating in voluntary social work.
v lack of publicity programs and volunteer activities carried out by governmental and private institutions.
v Do not allow young people to participate in decision-making within these organizations.
v lack of training programs for the formation of a new generation of volunteers, or sharpen the skills of volunteers.
v lack of promotion of volunteerism.
Under the voluntary social work:
• volunteer work that is characterized by spontaneous action, but because of the importance of the consequences of this role which is reflected directly on the community and its members, it must be that this work is structured to achieve the desired results, otherwise will result in adverse effects.
Recommendations:
v provide an opportunity for volunteer contributions of youth and create new leaders and non-monopoly of volunteering on a class or a particular group.
v honoring young volunteers and a program of benefits and incentives for them.
v encourage voluntary work among young people no matter what size or shape or kind.
v the development of laws and regulations governing the voluntary action to ensure a genuine opportunities for youth participation in decision-making related to social work.
v Create a Special Union volunteers oversees the training and distribution of tasks and organize their energies specialists.
v encourage young people by creating their own projects aimed at developing the spirit of belonging and the initiative to have.
v to exercise the school, university and religious institutions a greater role in urging young people to volunteer, especially in the summer holidays.
v be exercised in the media a bigger role in calling on citizens to volunteer work, volunteer activities and publicity by the government and private institutions.
